Treatment centers can advertise on Google and Meta, but only with certification and inside tight targeting rules. What is allowed, what is banned, and how to reach people who visited your site when Google will not let you retarget them.

Yes, a treatment center can advertise on Google and Meta. It needs certification first, and once it is certified it still works under targeting rules that most businesses never meet. Here is what is allowed in 2026.

Google Ads: what you need

Google requires LegitScript certification, plus certification with Google, to advertise recovery-oriented drug and alcohol addiction services in the US. Providers that are not eligible for certification may not advertise those services. You apply per location, and the same rules cover treatment providers, sober living, lead generators, referral agencies and crisis hotlines. Our LegitScript guide covers fees and eligibility.

Google's policy pages do not publish a list of trigger keywords or landing-page rules for addiction services, so be wary of anyone who claims to know them.

The rule that surprises most centers: no Google remarketing

Google treats health as a sensitive interest category. In it, you cannot use your own audiences: no Customer Match, no "your data segments" (remarketing lists), no audience expansion and no lookalikes. Google's own predefined audiences are still allowed.

So the classic "follow site visitors around with ads" play does not run inside Google Ads for a rehab. It can run through a programmatic display platform whose policies allow it. In the campaign we planned for one residential center, retargeting on programmatic display clicked through at 0.56%, more than twice the 0.25% of display aimed at new audiences.

Meta: Facebook and Instagram

Meta requires LegitScript certification and Meta's written permission for addiction treatment ads targeting the US. Since January 2022 Meta has also removed detailed-targeting options tied to health causes and conditions, so you cannot target people by a health interest.

What still works on Meta: broad audiences in your service area, creative written for the families who often make the first call, and a clear path to a phone number. Half of all treatment admissions in SAMHSA's 2024 data were referred by the person themself or by friends and family, so speaking to family members is not a side audience.

What is banned outright

Tracking without exposing patients

Install Google and Meta pixels with care. HHS says tracking on logged-in pages generally has access to protected health information, and a vendor that receives it needs a business associate agreement. A 2024 court ruling narrowed HHS's guidance for public pages, but the safest setup keeps pixels off forms, intake and portal pages and measures results with call tracking instead. Have counsel review your setup.

What does a click cost?

There is no reliable public number. WordStream's 2026 Google Ads benchmarks have no addiction treatment category, and the figures quoted online come from estimates. Track your own cost per call and cost per admission, which our cost-per-admission guide shows how to calculate.

Where search and Meta fit

Search catches people who are looking for treatment right now. Meta and display reach families and people who are not searching yet. Email reaches people who have recently researched treatment. In the campaign above, search, display, email and Meta ran together, and admissions-related calls in June through September averaged 156% above April. FAQ

Frequently asked questions

Can drug rehabs advertise on Google?
Yes, in the US, with LegitScript certification and certification with Google, applied for per location. Providers that are not eligible for certification may not advertise addiction services.
Can rehabs advertise on Facebook and Instagram?
Yes, for US audiences, with LegitScript certification and written permission from Meta. Meta removed detailed-targeting options tied to health conditions in 2022, so targeting is broader than in most industries.
Can a treatment center retarget website visitors on Google Ads?
Not with its own audiences. Google treats health as a sensitive category and blocks Customer Match, your data segments (formerly remarketing), audience expansion and lookalikes there. Retargeting has to run through programmatic display platforms whose policies allow it.
Can we bid on another treatment center's name?
It is risky. NAATP's ethics code bars search ads that use another center's name in the ad text, and in 2025 the FTC penalized a clinic whose ads bid on other clinics' names and routed callers to its own call center.
What does a click cost for rehab search ads?
There is no reliable public benchmark. WordStream's 2026 Google Ads benchmarks do not include an addiction treatment category, so any figure you see online is an estimate.
